Does pest found in my rented flat on the first day make it possible to end the tenancy agreement earlier?
No. Only if there is a clause in the agreement promising pest free premises!

Answer:Is it a bad infestation? Have you reported it to the landlord and he did nothing? Assuming that the answer is yes on both counts you could claim constructive eviction (google it)
Answer:No, but you would have grounds to get it sorted (ie on day 1, it couldn't have been your fault).
Talk to the environmental health officer at your local council.
Answer:No it doesn't. You have to notify your landlord immediately and give him X days (depending on your state/province) to rectify the problem by calling in pest control etc AND pay for your inconvenience (ie: hotel room while the fumes are in there and the house is inhabitable).
